Frames of reference in an idea where you choose an object to be "stationary" and determine how other objects react relative to that "stationary" object.

Inertial frames of reference are when you choose an object to be stationary, and objects relative to that object are moving at constant velocity. Here, Newton's laws hold.

Non-inertial frames of reference occur when you choose an object to be stationary, and objects relative to that object seem to accelerate without a force. In this frame of reference, pseudo forces have to be introduced to hold Newton's Laws
